Clay County Travel and Tourism Board

Whereas, on March 1, 2007, the Clay County Board of Commissioners adopted By-Laws governing the Clay County Travel and Tourism Board;

And Whereas, it has become clear that the By-Laws need to be revised for greater clarity and ease of implementation;

Now, Therefore, the Clay County Board of Commissioners revises the By-Laws of the Clay County Travel and Tourism Board, by revoking the former By-Laws adopted March 1, 2007, and substituting in lieu thereof the following By-Laws:

Article 1 The mission of the Clay County Travel and Tourism Board is “To support lodging through overnight stays, promote tourism throughout Clay County and sustain the local economy.” The funding for the Clay County Travel and Tourism Board will be the three percent (3%) tax collected by the accommodation businesses located in Clay County, commencing on September 1, 2002.

Article 2 The Clay County Travel and Tourism Board will meet at least six (6) times a year in order to administer funds collected from the three percent (3%) accommodation tax.

Article 3 The Clay County Board of Commissioners has elected to appoint six Clay County citizens/members and one member of the Clay County Board of Commissioners to the Clay County Travel and Tourism Board. The Clay County Travel and Tourism Board shall be comprised of the following:

One Business Owner to serve for a term of two years;
One Realtor to serve for a term of three years;
One Lodging Representative to serve for a term of three years;
One Accountant to serve for a term of three years;
One Attorney to serve for a term of two years;
One Chamber of Commerce Representative to serve for a term of two years;
One Commissioner from the Clay County Board of Commissioners to serve at the direction of the Clay County Board of Commissioners or Equal Representative from the Clay County Government as appointed by the Clay County Board of Commissioners.

Article 4 The citizen/member appointments to the Clay County Travel and Tourism Board terms shall end on June 30 of the year the respective appointment ends.

Article 5 The terms of the members of the Clay County Travel and Tourism Board are governed as follows:

A. Of the six appointees, three will serve a term of two (2) years, and three will serve a term of three (3) years. No Board appointee shall serve more than two consecutive terms. All Board appointees shall serve without compensation.

B. A chairperson for the Clay County Travel and Tourism Board will be elected at the July meeting each year. The elected chairperson shall serve for one year only.

C. Any vacancy occurring on the Clay County Travel and Tourism Board shall be filled by appointment by the Clay County Board of Commissioners upon nomination from the Clay County Travel and Tourism Board. The new appointed member shall serve for the duration of the unexpired term of the member being replaced. The new appointee shall be eligible for reappointment for one additional full term.

Article 6 All members of the Clay County Travel and Tourism Board are required to attend at least seventy-five percent (75%) of the scheduled meetings during a calendar year unless otherwise excused by the Clay County Travel and Tourism Board. If a member fails to meet this requirement, the member will automatically cease to be a member of the Clay County Travel and Tourism Board.

Article 7 The Clay County Board of County Commissioners shall provide a recording secretary for the Clay County Travel and Tourism Board to be compensated from the fifteen percent (15%) administrative support fee withheld from the three percent (3%) accommodation tax.

Article 8 A quorum is reached with three (3) board members present at a regularly scheduled meeting.
